Transparent Administration
Clear rules, verifiable processes, shared responsibilities. Transparency is the most tangible form of respect for those who place their trust in us.
Toscana Diagnostica bases its operations on strict compliance with the rules
Toscana Diagnostica bases its operations on strict compliance with regulations, transparency in its processes, and the concrete protection of every person who comes into contact with the network: patients, employees, contractors, professionals, partners, and institutions.
We have adopted an Organizational Model in accordance with Legislative Decree 231/2001, a Code of Ethics binding on all, and an internal control system that integrates clinical, managerial, and financial aspects, with annual external audits and quarterly reporting. The prevention of corruption, the rejection of any form of favoritism, and the traceability of every decision are non-negotiable principles at every level of the organization. Clinical quality is ensured through standardized protocols, daily checks, and external evaluation programs.
The safety of patients, employees, and healthcare professionals is ensured by adequate insurance coverage, workplaces that comply with regulations, and confidential reporting channels. Personal and health data are protected in accordance with the GDPR, using encryption systems, controlled access, and a dedicated Data Protection Officer. It is on this daily discipline that we build the trust people place in us.
Organizational Model pursuant to Legislative Decree No. 231/2001
Toscana Diagnostica has adopted an Organizational, Management, and Control Model in accordance with Legislative Decree 231/2001, which governs the administrative liability of entities arising from criminal offenses.
The Model 231 is the tool through which the company prevents the risk of crimes being committed in the interest of or for the benefit of the organization. It is a structured system that analyzes sensitive activities, identifies potential risks, and defines protocols for prevention, control, and reporting for each area at risk.
The main areas covered by the Model include crimes against the public administration, particularly in relations with regional health authorities and public institutions; corporate crimes, including conduct related to accounting and financial management; crimes related to occupational health and safety; cybercrimes and unlawful data processing; environmental offenses related to the management of medical waste and hazardous materials; and corruption offenses between private individuals and in commercial activities.
To oversee the Model, a Supervisory Body (OdV) has been established, endowed with autonomy, independence, and continuity of action, which monitors the Model’s operation and compliance, promotes its updating, and receives reports regarding possible violations. To report issues to the Supervisory Body: odv@toscanadiagnostica.it.
Code of Ethics
Toscana Diagnostica’s Code of Ethics is the document that defines the principles and rules of conduct to which all individuals working within the network must adhere: directors, employees, contractors, consultants, and suppliers.
The Code of Ethics governs, among other things, relationships with patients and their families, which are characterized by respect, active listening, and dignity; relationships with staff, based on fairness, meritocracy, and the protection of working conditions; relationships with suppliers and business partners, based on transparency, fairness, and the prevention of conflicts of interest; relationships with institutions and the public administration, conducted in compliance with the law and in a spirit of fair cooperation; and the handling of confidential information and personal data, in accordance with applicable laws.
Every person who enters into a relationship with Toscana Diagnostica is required to be familiar with and comply with the Code of Ethics. Reports of any violations are received and handled confidentially, with the protection of the whistleblower.

Disciplinary System
Toscana Diagnostica has adopted a Disciplinary System that defines the consequences for violations of the Code of Ethics, the 231 Organizational Model, and internal procedures.
The Disciplinary System applies to all individuals involved in the network’s activities—employees, managers, contractors, and partners—and is proportionate to the severity of the conduct, in full compliance with the safeguards provided by law and the relevant collective bargaining agreements. It is not a punitive tool: it is a guarantee.
It assures those who work with integrity that the rules apply to everyone. It assures patients that the organization has the tools to correct what is not working. It assures institutions that Toscana Diagnostica takes its responsibilities seriously.
We promote a culture of reporting and integrity
Speak-Up Policy
Toscana Diagnostica encourages everyone working within its network (employees, contractors, professionals, suppliers, and partners) to promptly report any behavior, situations, or practices that may constitute violations of the Code of Ethics, the 231 Organizational Model, applicable laws and regulations, or the principles of integrity, transparency, and safety upon which our business is founded.
Reports may concern, but are not limited to: illegal or fraudulent conduct, incidents of corruption or conflicts of interest, violations of internal procedures, risks to patient or employee safety, improper handling of personal data, discrimination, harassment, or conduct that undermines human dignity, and waste or irregularities in the management of resources.
Toscana Diagnostica guarantees the full confidentiality of the whistleblower’s identity and strictly prohibits any retaliation, penalties, or discrimination against anyone who files a report in good faith, in accordance with the regulations governing the protection of individuals who report wrongdoing. As provided for by Legislative Decree 24/2023, whistleblowers may contact the National Anti-Corruption Authority (ANAC) by submitting their report through the external channel established by ANAC (for details, please refer to the dedicated page on the official website https://www.anticorruzione.it/-/whistleblowing), provided that one of the mandatory conditions listed below applies:
- The whistleblower has already filed a report through the internal channel, but no action was taken;
- The whistleblower has reasonable grounds to believe that an internal report could result in the risk of retaliation;
- The whistleblower has reasonable grounds to believe that the violation may pose an imminent or obvious danger to the public interest.
Reports may be submitted through the following channels: an email address dedicated to the Supervisory Body (odv@toscanadiagnostica.it), a confidential written communication addressed to the Supervisory Body at the registered office of Toscana Diagnostica S.r.l. in a sealed and appropriately labeled envelope, or through the following confidential reporting system: link.
Privacy and Data Protection. Our Commitment
For Toscana Diagnostica, the protection of personal and health data is both a legal obligation and an ethical commitment to every person who places their trust in our network.
We operate in full compliance with the European General Data Protection Regulation (Reg. (EU) 2016/679 — GDPR) and with relevant Italian regulations, and we have adopted a Privacy Management Model that comprehensively and verifiably governs the entire data lifecycle: collection, processing, storage, access, transmission, and deletion.
The Framework defines roles and responsibilities, operational procedures, technical and organizational security measures, consent management criteria, and response protocols in the event of a data breach. All processing is based on a legitimate legal basis, limited to the stated purposes, and subject to the principles of data minimization, proportionality, and transparency. Access to data is governed by the principle of least privilege: each user has access only to the information strictly necessary for their role.
An independent Data Protection Officer (DPO) oversees the compliance of the entire system and serves as the point of contact for data subjects to exercise their rights and for any requests, clarifications, or reports regarding the protection of personal data.

Cybersecurity
Toscana Diagnostica employs a structured cybersecurity framework designed to protect personal and health data, information systems, digital infrastructure, and the operational continuity of the entire network.
In terms of data protection, we use encryption for sensitive data in transit and at rest, access policies based on the principle of least privilege (each user accesses only the information strictly necessary for their role), and secure authentication procedures for all systems on the network.
In terms of infrastructure security, our fully cloud-based information systems are protected by firewalls, intrusion detection systems, and continuous anomaly monitoring. Security updates are applied systematically and in a timely manner. Data backups, including our integrated disaster recovery system, are performed regularly and stored in separate, secure environments to ensure the ability to recover data even in the event of serious incidents.
Staff training is an essential component of our security strategy. All employees receive periodic training on cybersecurity best practices, recognizing the most common threats (phishing, social engineering, malware), and the procedures to follow in the event of a suspected breach. We have a cyber incident response plan that defines roles, responsibilities, and response times in the event of a data breach or system compromise, in accordance with the notification requirements set forth by the GDPR.
